The Solution
Make HRM’s 16 years of Mexico labor law expertise available to any employer, at any hour — with answers sourced from verified legal documentation, not general training data — and capture every interaction as a qualified lead signal before a single conversation with the sales team.
We designed and deployed the Mexico EOR Specialist Agent: an AI trained exclusively on verified Mexican legal sources, built to answer without guessing, and connected to HRM’s lead pipeline from the first interaction.

The Implementation

The knowledge base: The primary layer consists of Federal Labor Law, Social Security Law, applicable regulations, and constitutional provisions — every answer traces back to a specific legal source. The secondary layer is HRM’s internally produced expert articles, written and reviewed by HRM’s own legal and HR team, processed through the same pipeline as a complementary knowledge layer.
A dedicated bilingual cleaning pipeline handled a critical preprocessing challenge: HRM’s primary legal documentation was mixed-language (one sentence Spanish, one sentence English). The pipeline separated, cleaned, and restructured it into a fully usable English document before it entered the knowledge base.


The RAG architecture: A mandatory retrieval gate means the agent is architecturally prevented from answering without a retrieval call — closing the hallucination failure mode entirely. Structure-aware chunking splits along the document’s native hierarchy (Title > Chapter > Article > Section); each chunk carries metadata identifying its position and references to articles it cited, preserving cross-chapter dependencies at retrieval time.
Top-k and retrieval density tuning ensures first-stage retrieval pulls top-k = 20 to maximize recall, with the final context sent to the LLM capped at the top 5–7 reranked chunks to keep the generation window tight. Multimodal parsing via LlamaParse converts tables to Markdown and passes diagrams through a VLM description pass, both re-embedded into the index with pointers back to their source article.


Three-model architecture: OpenAI Text Embedding 3 for document vectorization and retrieval. Gemini Flash as the main agent orchestration layer — manages the conversation, executes tools, runs the email capture flow. OpenAI GPT-4o for the data extraction pipeline, processing bilingual documentation and visual content before it enters the knowledge base.

Lead capture built into the conversation: When a user asks a question, the agent offers to send the answer to their email. The user gets a documented response; HRM gets a lead notification with the user’s question, contact details, and location. Every compliance question becomes a qualified prospect signal.

Live tracking dashboard: Every interaction tracked in real time — questions asked, user location, engagement patterns, and full conversation transcripts visible to the HRM team.
